right to claim freight against the shipper, or any other
liabilities of the consignee.

(c) It provides that the bill of lading in the hands of the
consignee for valuable consideration is conclusive evidence
of the shipment having been made, even though the goods
were not shipped, unless the holder has been advised that
the goods were never on board.
